Maybe because those are used to mark new documents?
ex: I want to go to a folder names "forums" on smwcentral.
www.smwcentral.net/?forums = FAIL
www.smwcentral.net//forums = FAIL
C:/Owner//forums = FAIL

Yeah, one time I was playing Roller Coaster Tycoon and made a track name with a ? in it. Then I looked and I'm all like "What the heck happened to all of my track files?". Then I renamed it and it worked just fine.
