Almost done with my GFX, so I have a question...
Is there a "You must keep the OW 'Mario' Mario" rule? I could go either way, but just want to know

Ok I have one quick question. One of the submaps I've had planned for my hack if I ever end up finishing it is going to substantially change as the player plays through its levels. In this example, would I be expected to just have the "after" version on the submap, since the "before" part would not look good at all with all of the levels on it? Its not a big deal but it might effect my entry.

Yes, that is fine. Just make sure you post a reminder that you're showing the 'after' version when you post the link so that it doesn't slip my mind (and trust me, it will).

Hell yeah. This was the reason I've had a file called overworld.smc" on my desktop for a year now... Heh, I've even finished some of it already.
One question though:

Different level number? I don't see why we can't just put level 0 on every tile, enable walking in all directions and check "No entry if level passed". After all, it's the overworld that counts, not the levels...
Clarification would be nice.
I think the point of the contest is to make an overworld that looks so good that you would want to have it as an overworld on your actual hack. That means having a nice usable overworld with different level numbers that you could actually enter, not a bunch of Level 0 tiles with the "No entry if level passed" checked.

No-one can really use these overworlds without permission, but I doubt people will give permission.
And if the authors will, they can replace the levels.
If you want to leave them all level 0 with the "Level has been Passed" flag, then fine. If you want to name each one, that's even better. I am completely open to either - I would just prefer if you did the second one. Besides, even the level names can help spice it up.
As I said, totally up to you. I won't really be judging that.
