Welcome to Complex, yet another wierd challenge thing.

The rules;

I give you a code, which will have gone through some translators (be it foreign languages, anagrams or binary). If you can completely decipher the code, you will get points, and eventually maybe even a cookie.

Difficulty:
EASY 10pts (Google is your friend)
MEDIUM 15pts (Some parts may be translated differently to others)
HARD 25pts (SO MANY WEBSITES!)
CHALLENGE 50pts (This is just damn well near impossible)

I simply cannot get it. I recognize it as base64, but decoding it further and further gets me nowhere. I've been using this site. I hope it's not Chinese or something, as the characters don't display on my computer.

As for the medium one, I'll give it another day or so, and then tell you. You'll probably call it unfair, but if you read the whole thing through, you'll find a clue to the answer.
I'm sorry, but I simply do not get how it is decoded. I've tried multiple sites, and I do not get it. Looking at it doesn't help either.

I don't really get the difficulty meter... I don't think that the more you have to get far to translate it should define the difficulty. I think it's how cleverly it is being coded. If I had to rely on that, I'd say Hard.
