The Fire flower? No. Lots of other sprites use that palette. Like green koopas, volcano lotus's(?), and chuck.

How does one disassemble a sprite? I'm assuming it involves finding the code in the row that makes it operate and then converting it into what Sprite Tool can read?

You use the blue Layer 1 tiles.

Instead of pasting green paths on layer 1, use blue for walking through water.
You can't edit it with sprite paint. Oh, BTW, Tweaker > Sprite Paint. :P
