Well, after I put the tiles in the map 16 page, i found the hex for water and inserted it into the Gameplay Properties of 16x16 tile and pressed ok, and pressed F9, and nothing happened.

The last field in 16x16 attributes is what block this block will mimic from the original MAP16. For example, the concrete block is block 130 in the original MAP16, so putting 130 in this field will make it mimic the concrete block.
IDK what your doing even touceing hex when your trying to edit 16x16 =P
Click on a lava tile. Edit 16x16 Attributes. Change "Make this title behave like tile number:" to 2. Find an empty 16X16 tile(a blue 4X4 weirdo unused tile(make sure it's not on page X2)). And right click. Press F9. Yes. Go to Direct Map 16 Access(Lunar Magic). Find the tile you just made. Put it in the level. ^_^

no, i meant, lava that acts like water
Go to the Map16 editor in Lunar Magic. Find the lava tiles and copy them onto another Map16 page other than 1, 2, or anything beyond F. Then, using the "edit 16x16 attributes" button, change their "make this tile behave like tile number" from "4" or "5" to "2." After that, save with F9.

It's simple:
1) Open up the Map16 page in your ROM by clicking the ? Block on the toolbar.
2) On Page 0 (initially), click tile x4 (the lava tile). It's the 5 tile to the right.
3) Press the down key once you've reached page 3 (it'll say it at the bottom of the Map16 window which page you are on).
4) Right-click and paste your tile anywhere on the page.
5) Click the tile and press "Edit 16x16 Attributes".
6) Change the palette to an appropriate one, like Palette 7.
7) Where it says:
"Make this tile behaviour like tile number",
Place a 00 there and press OK.
8) Right click over your tile again.
9) Press F9 on the Map16 window to save.
10) Use that tile for your "lava water" tile.
