Convert Graphics to 4bpp?

How do you convert it? I'm trying to convert it because every time I try to insert GFX into the ROM, this pops up:

I tried extracting them and reinserting, but it says the exact same thing every time.
Your layout has been removed.
Push the red and green mushrooms in that order.

Did you do that before or after the graphics were scrambled. And if they aren't scrambled do what Ultimaximus

I did it before they were scrambled, and when it asked me if I'd like to insert them anyway, I said no. And even if I change the level after extracting and re-inserting the GFX, it still says that.

I have the same problem, would it make a difference were the ExGFX is? cause someone tolled me that they have to be in the same folder as the rom. if you find out could you let me know?
I remember having the same problem:
Just make a backup of your Rom and say "Yes" when he askes "Would you like to insert them anyway?".
If it destroys your Rom, you still have a backup. (It most likely will do nothing, btw. Just remember to extract/reinsert the graphics afterwards.)
Yeah, the message will always appear whether you have extracted the graphics or not. You just need to have that backup just like when you apply an IPS patch or lock your hack.

Yes, the Graphics and ExGraphics folders have to be in the same folder as your ROM.
