I agree. Anyway, a very nice effect all the same Spud.
The blue hills in the BG doesn't look like it has enough... shading. You should darken the outline of it a bit more, and i don't like the orange outline on the Sliding koopa and Rex. It looks very well-made apart from that, however. Reminds me of the SMA2 palettes, as they were very bright compared to the original SMW. Dunno where the palette itself would be placed, unless you made a hack consisting of only bright palettes.
As for the Rexes, I like the orange outlines. However, I also believe I'd need to fix all other graphics to fit with this style, which I hadn't already done, so that's my fault.
And as for the hills, GN, I agree. Not using this, just made it for fun, so I'm too lazy to fix it, but again, I agree.

However, I have two concerns about it: the clouds in the background seem a bit odd, and the grass part of the foreground looks odd. Make sure the grass has shading.
I took them off because they didn't actually look too good on the whole level, plus they shared the cloud palette... and the level is already done... submitted, but I probably could submit a fix the the palette.
No, I used the levelmode 1F (which makes layer 2 transparent) and made a rainbow on layer 2 by making some 16x16 tiles out of the 1 colored 8x8 tiles.
I also gave the tiles layer priority.
