How do I make Layer 2 into one of my vertical scrolling levels? And in levels in general...
1) Click Marios Head in LM
2) Change the SNES Registers and Level Modes to 02: TD=00, CG=24, TM=17, L=20, F=00, S=80
3) Press ok to every message that pops up and then you will have Layer 2

How do you use layer 2 commands?
Most of them say "MAY GLITCH" and don't work.
Place them on different positions in the screen. I think the height is what matters, so start with the top of the screen.

HOw do I make the background show up? It turns a darkish Blue...
The BG is on layer 2, and thus cannot be used when making a layer 2 level. This is the main reason why layer 3 BGs exist in SMW.

Well, you can't have a normal background in a layer 2 level.
However, you can have a layer 3 background, like in Donut Plains 2.

To do this you open the "Change Other Properties" Dialog. (Click on the blue icon with the fishes.)
Here you can change "Layer 3 options" into "Tileset Specific", which will be a background depending on the tileset you're using.

You mean like the third room in Morton's Castle? Sprite EF, and place it at X=0 on the screen you enter.
