That's strange, it works for me on Balrog's Layout Generator. Did you give it time for the image to load?
I may not be an exceptional creator of layouts, however I know for sure that the image doesn't exactly look all too great if it is just a stand alone without the repeat. I would recommend having it repeat, however the image doesn't tessellate that well. : /
Here's your layout, abk129, assuming the design you had in mind for it would be something like this (you honestly weren't specific enough, so I kind of had to guess how you wanted it to look like).
I had to slightly tweak the image so that it blends better in the background, and as you may have noticed, I also felt forced to slightly resize it so that it doesn't take so much space in the layout as a whole.

Whoops, my bad. The DIV tag in the footer is actually supposed to be closed, so simply add a slash in front of the "div" thing and you should be all good.

I can see it. Anyways, I'd like This guy that I made in MS Paint on the right kind of like abk has the circle of his on the right. I just want a sig box on the bottom with a tint of white that's almost the exact same tone as abk's. I want the actual background to be like Mockingod's stripes thing but with blue and light blue stripes. Sorry if I'm not being clear enough. I try.
@Above: Yeah, I'm using Opera and I can see the side image just fine but when I look in IE8, nothing. I think the problem is with your background positioning, you only have right rather than center right.
