They are the sites rules. Although I am starting to think the backseat moderating thing is being given a different meaning to the examples in the rules by some of the mods around here. Speaking as a mod (Although not on here) I don't really mind backseat moderating all that much except when it's just a random 'trash this thread' post, when a thread doesn't need to be trashed, or something like that. It does get kinda annoying though if everyone goes 'that was a bump, insert name here close this now' etc. It's not so bad if the post has some real content too...
