Ok i got a question. In some hacks people made the koopas when mario jumped on them it would spawn a shell with a koopa inside how can i do that?

You're probably talking about the SMB3 Koopas, which are a custom sprite. They worked that way in SMB3.

SMW Koopas will stay in their shell on certain occasions, but I can't think of them off the top of my head.

The original Koopas that are in SMW can also be edited to not come out of their shells. There is a patch and some ROM map addresses that can be manipulated to get that effect.
