Alright, I have a level with a layer 2 yellow platform, however when Mario gets to it, it is unreachable. I even used L and R to scroll and found it to scroll with Mario. Could anybody help me fix this?

Glitches how? If it's something like the Layer 2 back to the first positions, it's because with some Layer 2 any moving generators the layer doesn't work in certain screens. Anyways which generator are you using?

Layer 2 Sink Short.

Layer 2 Sink/Rise (all of them): Will not do anything on Screen 0. There is also a limit to how far everything sinks/rises. The range for Layer 2 Sink Short is about two screens, then a one-screen break, then another four screens, and then they stay sunk.
This post is very useful for learning how to use layer 2 commands correctly, and it really ought to be somewhere more easily findable.
