Small question, I know you can't outright ban him. But could you mess with his profile a little?

I was thinking of giving him a brand new avatar, though I wanted to know if that's something you change do before I go any further into it.

I've made sure his layout suggests that he did something weird, in case that counts.

The best part is that I don't think he noticed.

It seems the layout has been removed now, he's bound to know something is up with the whole "Your layout has been removed." writing in his signature.

Would love to mess with his avatar space though, so it would be awesome to know if that can happen.

Yes, I added that message. It was blank before.

Adding something insulting in his avatar is an interesting idea, but I don't have access to the relevant buttons. I can clear out his avatar field, but removing a nothing at all doesn't have any desirable effect.

Then you could mess with his custom title maybe, unless that one is an admin only abilty.

From what I can gather I think Chester might have the ability to change avatars (his title does say "Administrator"), but i'm not really too certain which is why i am checking.
