I'm using blockeator and as you can see I made a block that will turn into a coin if the player is big or has the fire flower and I what to add if he is caped too but blockreator won't let me and I was wondering how to get around this.

Austin had the right idea, just remove the CMP $00 altogether (since it's incorrect), but it'll only change the Acts Like setting; having it actually change into a coin requires a change of Map16; the code which can be found here

Anyway, I'm not sure why that's happening but doing what Luigi-San is a more efficient alternative to what you want. I recommend telling Kipernal about this issue in the blockreator thread, though.
