SMW TileEdit is a Misc. Text Editor which could help editing much easier misc. text editor than other editors.
You don't need to specify where is Graphics folder -- SMW TileEdit automatically loads from ROM and supports both LZ2 and LZ3. But if you want a override the graphics decompression for some reason, put the GFX28.bin, GFX29.bin, GFX2A.bin and GFX2B.bin in tool's folder
You don't need to edit the Misc. Text again if you ported to a new ROM, you can export/import the tile data using this tool.
You don't need to edit tile-per-tile, since there are a option to edit using a TextBox (aka using text).
You don't need to worry about ROMs types. LoROM, FastROM, SA-1 ROM and even ExLoROM (8MB ROMs) works here!
It should work on XP, Vista and Windows 7 and maybe Linux if you override the graphics loading.

Looks very nice, but it needs minor tweaks.
First of, the "Edit using Text"-Button is unreadable with the Win2k style:
It would be nice to allow to change the Background Color to see the tiles better (in the Screenshot, you cannot see many things).

Hmm? Are you talking about File Select or you managed to access the Overworld Misc. Text Editor? Because it was disabled since CONTINUE/END text hasn't working...

Okay, for some reason the "Edit Overworld Misc. Text" button is enabled, and that editor is WIP and have bugs. Like that last screen.

That will only help you if you feel like delving a bit into ASM. Doesn't have a fancy gui or anything.
