I believe you can also try just downloading the specific dll file and putting it in the same location as snes9x.exe

Currently: Ripping off (what used to be) MercuryPenny's footer, which is also a rip off of someone else's footer, so... No. Forcing people to use certain emulators is a bad idea. If he needs snes9x for a reason such as testing, it is important. I am also pretty sure he already uses zsnes
