What powers do section moderators get?

If someone becomes a section moderator, does he automatically get mod powers on all sections of the site? Does he get administrative powers?
Yes, section moderators have full moderating powers. And no, there's a reason it's a different category for admins; they have even more power. Else everyone on staff would have the same power title, including administrators.

Every moderator that's into the group "Staff" can moderate all forums that are moderated by that group, which excludes only a few archive forums. So yeah, you can tell every staff member has somehow full forum powers. If there's the name of a specific moderator under a specific forum, that means they focus on there, but they have powers over all forums.

However, not all moderators can moderate all sections; the list of who moderates what section is located here, along with the forum focusing list.

Also, moderators are restricted from many admin powers, such as permabanning, name nuking, password resetting etc. And those actually do have powers over all sections and archived forums.

Not a moderator but by reading past threads, what the other posters said is true.
We're able to nuke avatars, nuke layouts (including your footer), we can't nuke bios Kieran?!, we can close and open threads, we can make threads more important (giving stickies and such), we can edit and delete others' posts, and we can (more like must) moderate the specific section we're in.
What these handsome guys MaxodeX and Koopster said is true, btw.

Anything related to bio nuking or editing users in general (eg. changing their username, title, or avatar) is an admin-only feature.
So section mods can moderate all forums, but only their own section, and limited user-editing. Can they time-ban users?

Yes, we can time-ban users (for a maximum of 72 hours), and yes, what you said is pretty much what we're able to do.
