That's Cave Story - Moonsong, which plays in the Outer Wall area of that game. There's a download for it available in SMW Central's music section here, although I don't know if it's the exact same port.

It isn't. I downloaded the port because i wanted to compare the version i have/had from Gocha from this port and it's nothing alike. PM me if anyone wants Gocha's version of the port.
