The level looks great, I love the palette and graphics (yeah they're vanilla but it shows how versatile they really are).
As 1UPdudes said you should add slope tiles to the roofs in the BG. Also what's that smoke coming out of the pipe in the right?

Decoration. I might make another variation which is green or purple and hurts you or something. I wanted it to make you bounce but that's hard with vanilla resources.
Don't think I'll add sloped roofs though as they don't really fit in a urban environment.
I'm sure it's possible if you replace the graphics files with exanimation and stuff. I tried doing something similar, but I gave up on it because it wasn't worth it.

The idea with the graphics is very interesting. I must say I am quite pleased with this though it does feel slightly bland in some areas so I hope that some action while playing it will enlighten me.
