Ew ew eeeewww, what's with the crazy geometric shapes splattered all around? That's the worst type of decoration a level can have. Also I'm not sure you know, but SNN's quote in your post footer is referring to this exact level design problem.
Seriously, remove all that unnecessary stuff, it'll make your level(s) cleaner and less confusing.

Oh and the shadows on the ledge tiles are wrong too (why are they lighter than the objects they're being cast on if they're shadows?)

Actually, the "shadow" is a glow from track lighting. And this doesn't look like what SNN means at all.

This is 100% what I mean. You have a bunch of diagonal lines made from dirt that do absolutely nothing for the level. They do not look appealing color-wise, design-wise, or gameplay-wise. How do you think a player is going to react to that level? They're going to get frustrated with the haphazard and totally random formation of walls everywhere.

Just remove them completely, all they're doing right now is polluting the level visually. The level also doesn't look like a factory at all...

I think I should admit that this shame of level decoration was made by me. I actually thought about that level again and think that flying random dirt should be removed, and I am working on a new version of the level as soon as possible.

It's your hack and all and it's your decision whether or not you want to include the decoration in, but I'll have to echo what others have said in this thread: It doesn't look good in the slightest bit. I'd just like to inform you that visual messes like that will only lower the quality of gameplay because it'll only distract the player from what'S going on. Not only that, but it is not a good cover-up for all the other poor choices in aesthetics, like the graphics or the palette.

Now, if it's intended to be a factory, first of all, all those wall tiles spammed like that aren't enough to make it look like a factory, but that's not all why I'm here for. You should definitely replace the background with one that is fuller, as the clouds against a black canvas isn't doing you much favors. Industrial things such as girders and the like should be added to make it more complete. Maybe also add some hills or whatnot into the background, just to take up a bit more empty space? I'm assuming your willing to draw all this. If not, a simple search for factory in the graphics section should work. As for the foreground, it's so not detailed that I believe if there were more details to it you wouldn't have to spam all the ground tiles in the first place. I just looks rather dull and flat in it's current state.

For your palette, it consists of just too much orange, too much brown, too much yellow, and so on. It's all just too much and looks overbearing and monotonous. I'm sure you could add other colors in there with ease, like add multicoloured pipes to break it up a little.

About the colors, this is also meant to be a sunset area. ((I think that's a more dominant theme than the factory part, which is somewhat fading into obscurity in favor of just something to do with metallic floors.)) So it would follow that I tint everything orange.

I understand fully that it's supposed to be a sunset level, but that doesn't necessarily mean it has to be all orange or something. Take this old level by me. It too is a sunset level, but there purples and greens included in there. I realize that a forest level is much different from a factory level like yours, but I'm sure you could incorporate some more color in there too. And I'm sure I could find a better example of a colorful sunset level myself, but what I've shown should suffice.
OK, I've received the updated MWL for 4-3's main area. Once I take some screenshots, I'll add them.
