This block (in moderation) prevents the player from entering pipes when carrying items or on yoshi through them, making it impossible to to have glitched sprites on the other side. Now you can have different sprite GFX index in each level without worry, this means you can have a buzzy beetle and a different GFX on the other side.

It's a nice gesture, but it won't be necessary here. Any incidents that allow glitched sprites to appear either have been or will be taken care of.
