This is how SMW hacking started off as well - SMWCentral initially hosted only the ROM and RAM map of SMW, then it got a forum system, then some other stuff as time passed by. Although they already had Lunar Magic back then.
Everything has a starting point, for SMAS it's this subforum + the memory maps. In the beginning it's mostly the ASM people just finding data like levels, overworld, etc. and then a programmer builds a level editor to edit that data.
I think we're lucky to have someone work on the level editor at all. In the very early days of ROM hacking those things probably didn't exist, evidenced from this post:
