Has anyone thought to get rid of that and/or created a patch to that effect?

The designers for All-Stars + World did remove Luigi's green hue, so we know they didn't originally intend those extra hues...even if they didn't change Mario's at the time.
I kinda assumed he was either blushing or just red with anger.

How am I so creative? I think taking walks might have something to do with it.
Every single level I will ever make in SMM2 will be easier than Ultra Necrozma.
For me, it looks more like he has big red eyes.. Maybe because he's mad because he's dying? But whatever, that red hue on Mario's face is really questioning, but today everyone seems to accept it, plus I find Mario strange without that red hue:
That looks like some kind of... uh... weird shading? Never really paid attention to it but I guess it looks weird without that.
in anime and manga, when something goes horribly wrong, a character's upper face goes dark.

No need for patches, just fiddle with GFX32.bin in yy-chr.

If they didn't want to do that, why did they do it in SMW?

More plausible explaination: It makes Luigi look stupid, and that's the easiest (possibly only) way to fix it. (Missing it before SMAS+W is because 99% of the players only use Mario.)

...though I can admit I didn't check if Luigi looks any better in SMAS+W.

I'm pretty sure it's just the hat casting a shadow on his face

This is the best post
It does look like Mario's shouting/screaming out of anger. I found it a bit strange or creepy many years later. I don't watch anime anymore, so I don't know if it's some kind of anger.

Luigi's palette has been changed, because huge green eyes and a green mouth look weird.

As for Mario, I guess it has something to do with anger of annoyance. Characters often turn red in cartoons if they're mad/annoyed. I think Nintendo had the same idea, however they couldn't change Luigi's palettes probably because of SNES palette limitations or the fact, it would force them to change a lot of palettes and mess with them to keep everything fine, without strange palettes.
For me it's most likely Mario's blushing out of embarassment, as if the game is telling you "Aw, you died! What a shame!". Luigi's face would be consequence for sharing the same GFX as Mario. Considering it happens in only one frame, Nintendo thought it was minor enough to leave it as is. We all know Nintendo didn't mind ignoring minor issues in SMW back then.

Edit: it probably happens when the princess kisses Luigi too, but still minor enough for them, I guess.

I don't think his face is showing any sign of anger nor it's the hat's shadow, as it would have to be way smaller than that.
I'll be honest, I never liked that face. It actually gave me nightmares when I was a little kid when I first played the game. I'm obviously not scared of it anymore but it still makes me uncomfortable... eh.
If nothing else, I always assumed that Luigi got really sick from touching the enemies or something. Maybe Bowser's minions were secretly coated in poison!

For Mario I guess it just makes him really angry and jump off the screen.

...Yeah, I'm just messing around at this point.

I'm with what Ladida said.

It's just a stylized cartoon trope, especially in japanese culture.

Mod edit: max-width 100% doesn't work for variable-width elements like posts, it just gets ignored. Changed to 600px.

I have never really given much thought to why Mario's face turns red when he dies, other than he is supposed to be in pain or shock. The stylistic explanation makes sense to me.

I always thought his face was bleeding.
I think it's more of color palette limitation than anything, but I've been so used to that shading that I never noticed it until you said that.

Great. I'll always have it on my mind now. Thanks a lot haha.

That's likely because you didn't really add anything to substitute for the upper shading you removed.

Also I kind of agree with Lotica that it probably has something to do with palette limitations, it makes Luigi look weird so why would they intend it like that?
Yeah, I always thought it was supposed to look like he was blushing, like he was embarrassed. That seems like the simplest explanation to me.

I do find it interesting that he doesn't look like that in any other game though.
