I think they're both aware of this option and neither of them have come forward, but should they not want it, I will find an alternate solution (perhaps your option). For the mixing and matching portion, I would probably ask both of them to discuss it amongst themselves and come up with the best combination of maps they can agree on. At that point, I'd open it up to the userbase and if the majority agree on it, we would go with what they came up with as our final map.

This also sounds prudent. I would like to hear what the winners think before committing to anything myself.

I mean, none of the maps in question are outright bad, so I'm indifferent about mixing and matching if it's just between those two entries. I also feel like such a close vote doesn't justify only using one entry, so I'm not sure I'd be satisfied with another vote either.
Actually I like this option the best. They both won so they both deserve to have their maps in the game.
Make two different versions of the vanilla level design contest rom, make everyone happy so to speak.
Mixing sounds fine, but there are potential style/graphics clashes since its like piecing two different artist's works together.
Again I say let both winners WIN and make two different roms showcasing both overworld designs and then just let the players decide which rom they want to play.

Well, as I said on IRC: I think we should completely leave this decision up to our two winners. Let THEM discuss this and decide what to do, then we do that. They ARE the winners, after all- why should we further decide what THEY have to do?
I agree. We should not choose to mix two maps without the authors' approval.
Since it's a tie, it's up to them to decide what to do. Then we'll be able to give opinions about it.
I doubt creating two versions of the hack is worth the effort and the confusion. I think it's up to no one else but the authors to decide what they should do. Perhaps combine their entries, choose one of them to be used or whatever. They still haven't spoken up at all though?

Why are we all trying to make a decision that should ultimately be up to the authors of the leading overworld designs?
It IS up to them - they can easily refuse to do this. Starting a preemptive mini-vote beats sitting around for a day doing nothing though, and if push comes to shove, option B and AxemJinx's idea are still on the table.
They've also agreed on holding an anonymous revote on JUST the main maps alone to decide which one will be used. As such, I'm going to request the following:
