So far, the only patch that's currently on here that's the most like what you said is this patch, which creates a fade-in/out effect as seen in ASMWCP.
So you want to remove the mosaic filter? That will probably just make it look worse. Anyway, $009F46 is the start of the mosaic routine. I think it's accessed with a JSL, so just putting an RTL at the start might work. According to the ROM map that method is buggy, but it doesn't say how. It's worth a try though, I think.
Ohhhh. That shouldn't be hard to fix, just write to SMW's 2100 mirror with uberASM (manually decrementing the low nybble of $0DAE during OW should work).
