@ Dotsarecool: I decided to take pictures instead because my hypercam wasn't working. Well, here's the solution, and more:
In the beginning, be sure to hit the on/off block again after getting the shell, or else you won't get through in the picture below.
In here, you should've hit the Pow Block and the On/Off Block, or else you won't get through.
Ah, here's where the fun begins (I had fun making this part!). Start off by hugging the right wall, or fall down the pit. Here's an IMPORTANT TIP: The coins mark that the blocks they're on top of are solid when off and passable when on.
Get the shell on the cement block, and flick it up on the block at the top. Fall down to the three blocks marked with coins.
Work your way up by jumping, and MAKE SURE YOU SCROLL THE SCREEN RIGHT. If you don't, the blue koopa will kick the shell off, trapping you here forever.
Grab the shell next to the blue koopa and kick it into the On/Off Block.
Everything will turn on, and the shell will come back at you. Jump on it and carry it through the top without touching the munchers.
Fall down, hit the On/Off Block, and go into the pipe.
Side Note: Obviously, I needed save-states.
Begin by flinging the shell up at the thwimp, killing him, then kill the Chuck I already killed. Before hitting the Pow Block, collect the coins on top, or you'll be screwed.
Get the shell and kick it into the vine block. You don't need to bring it. Hurry and hit the turn block!
Okay, when you get on top, jump through and avoid the Chucks.
Wait for the Pow Block to run out.
Get on the flying blocks, and spin-jump past the thwimp.
Hurry and jump off the flying blocks, before:
1: You get nailed by spikes.
2: Those koopas come.
After that, there's the Goal Point, and YOU figure it out. Also, can you beat my record of 58 seconds on this?
