Note to mods: Although it checks $9D at snes address $02B387. Its possible to make it double-decrement if it freezes and unfreezes.
The problem with this fix is that it still is capable of double decrementing. If $14 is frozen at an odd value, then a particular order of freezing and unfreezing will cause double decrementing.
