Your post layout is kinda hard to read.

Edit: well on mobile anyways. which confuses me because I thought mobile themes were disabled.

edit textures in a photo editing software that supports .png and transparency. AKA anything that isn't MS Paint.

that won't work, sm64 can only have alpha on or off on the texture. if you want opacity, you will have to do it like i did in this tutorial

Actually the level importer does support semi-transparency as an experimental feature, though it's meant for glass/ice textures and the feature isn't documented anywhere as far as I know. Also the n64 can do RGBA32 textures, but the maximum texture size would have to be 32x32 due to them taking twice as much space.

You do need a program that can edit opacity. I like to use BoltBait's transparency plugin for Paint.net

Once that is saved, add the texture into your sketchup file.

Before you import your level, you must check the "Transparent Alpha Layer (Experimental)" checkbox in the RAM Bank section of the level importer.

Now load up your level and the texture should be semi-opaque.

Only downside to this is that you can no longer have any fully transparent textures after enabling that feature.

Is it possible to have alpha transparent textures and fully transparent textures togheter? I mean, if I enable alpha transparency in level importer it messes up with my bridges and grind textures.

if you do my way, yes.
if you do the build in thing from the importer, then no, you are screwed.
