So what should my first be? (By "Proper Anime" I mean not dubbed, not aired on western TV or not often aired on western TV without going to specific "anime channels".)

How do those conditions make the anime not "proper" exactly? As for recommendations, really depends on what kind of stuff you like.

Anime is simply animation.
This whole fuzz people make about it on the Internet makes no sense.

It's like saying a proper mario game should be made in Italy because he's italian. Or things of similar sense.

There's no such thing as proper anime. And if there was, it would certainly not be related to where it's aired or subs/dubs.

So, to get to the real question, what are your tastes ? Is there some book, movie or anything that you really appreciated that might give us a lead ? A specific genre that you like ? Post some details on what you'd like to see because right now you're too vague.
