Tip: Entering a door or pipe, activating a P-Switch or grabbing a star, completing the level, hitting a message block, and dying will cause issues on the title screen, such as causing musical glitches, or trapping the player in an endlessly-looping level.

You cannot use recoloring to reduce the number of colors in a tile, which is to say you cannot remap both colors 2 and 4 to color 4, for example
So you aren't allowed to colour a tile if the colour is already being used by the tile. Are we allowed to abuse a loophole by having that same colour saved to a different spot (so a solid tile coloured colour 4 becomes half colour 4 half colour 9, for example), and does this include colouring over transparency?

Does this rule apply to Layer 3 backgrounds too? I want to use Layer 3 background in a level, however one of tiles actually uses 4 colors in game (Layer 2). With that rule, I'm not allowed to have Layer 3 leaves in background. This sounds like something this rule wasn't supposed to prevent, so I ask to make sure.
To be exact, the leaves in background in bottom left corner is what I ask about (normally they use 4 colors in game, but it was reduced to 3 due to Layer 3 limitations):

As long as the 8x8 tile itself still uses the same number of colors, then it doesn't matter what the palette is. You can do this without recoloring, so it makes no sense to ban it here.

Does simply converting it into layer 3 not work?
To clarify, this is how original tile looks:
There are 6 colors, which were reduced to three due to Layer 3 limitations.

In YY-CHR:
1. Open your 4BPP GFX file with the tile in it that you want to convert to layer 3.
2. Change the graphic format to 4BPP SNES.
3. In another window, open the 2KB GFX file used for the layer 3 tiles.
4. Change the graphic format in that window to 2BPP GB.
5. Copy the file in the 4BPP window and paste it in the 2BPP window.
6. Save and insert.

I'm not a judge, but they won't be changed at all. It's integral part of the VLDC. People can keep complaining but that day will never happen, unless if a bad hoster is put for the future ones.
The complaints are never a reason to take out aesthetics scoring. 9 years of VLDC has made it clear that there is more interest for entrants to make creative settings using vanilla resources. That sort of creativity is fun, and VLDC should encourage fun.
VLDC6 was boring. There's a reason why those rulesets were never revisited ever again.
Case by case. I won't divulge my exact thoughts on using it only for aesthetic purposes, but if it is used for that purpose only and no for gameplay, then I'd think it'd go toward aesthetics.
i mean the opposite, sorry! I meant in a situation where to avoid breaking a level, you need to place one so the sprite can pass but you cant.
So say I have an atmospheric kind of ice level, and then you see this red light-switch block on screen, would that be a "oh that doesn't belong here gonna dock some points", or is it understood that there's no real workaround in that situation* *i know that there is if you try hard enough, I'm asking in a general sense
