I'm thinking about scrapping this level, but I want to know your thoughts on it before I do so.

It's not bad, but the layer 2 water has almost no effect on the design of the level itself - as in, you could remove it and the gameplay would not be affected whatsoever. I think I saw one or two bubbled fish max, which could be pretty cool if they were used in unison with the water, but at least one of them just falls out and flops around right away thanks to the timing of the scroll.
The level looks fine. The only problem for me is the orange and purple color combo.

Also I was expecting the On/Off button to be a gimmick in this level, it would make the level name a lot funnier.
As S.N.N. said, this is definitely a good start, it's just missing something to go along with the scrolling water. Some floating platforms, or more enemies maybe. I like how you used the ending scene decoration to make a wheel of some sort for the grey platforms and the colors are actually okay if you go for something carnival-themed.
Honestly, the only thing that bothers me is that pitch black BG. I know that you're using the fishes on layer 3 already, but I strongly suggest you use it for a proper background (to which you may re-add the fishes later).
Visually it looks cool.
Bullet Bill generator should go. Literally anything else is better than it, especially in auto scroll situations.
Besides the autoscrolling, there will be a nice elevator gimmick.

Are the coin guides always accurate? If not it could be quite frustrating. Also, why´s there the fish-layer3? Doesn´t make much sence for me, but apart from that it´s a nice idea (and hopefully not that hard as morsel´s swiss hotel last year)

Well, the coin guides shown here are accurate so I assume it's safe to follow them. Would be nice to get some obstacles for the elevator other than block walls, though - even something simple like Sparkies would help make it a little bit more interesting.

Also the L3 fish is pretty cool imo
Maybe set layer 3 V-Scroll to slow or something so it doesn't stick 1:1 with the scrolling camera.

I just made a last minute update on my entry now that I know the deadline is coming up... and I changed the name to "Deluged Festival"

Too bad I didn't really get to test this because I also have a research paper due in 9 more hours...

With this update, the water now actually HAS use instead of being there as an aesthetic...
