Most "vanilla" rules I've heard of only apply to levels you actually play. Take a look at the vanilla level design contest's overworlds; they're hella loaded with ASM. A little patch to remove mario from the title screen will offend no one's vanilla sensibilities.
Thought, Mods don't like when mario doing something (Jumping) when off screen, you can record title demo for it.
You COULD make a screen with Munchers on the other side, that way you can record the demo, and make it so that you only move from side to side, not jumping. Also, changing the camera settings will help.

2. Create a new Map16 block. Make it act like 25 and set the priority stuff so that Mario is hidden by the block.
3. Place the created blocks over Mario.
*You could also create said block using F8 as all of the 8x8 tiles that make up the block and fill all of the empty space in the level with the block without installing that patch. Wait, can you? I don't actually know.
