For the most part, yes, all you need to do is change the palettes, but just as long as it doesn't screw anything up. I changed palette 6 because it's the closest to a desert already.
But don't change any palette other than 4, 5, 6, or 7, because those are used for other things as well. D:
For custom land tiles, you just edit the graphics of stuff you're not going to use in the overworld. Like if you're not going to use the Bowser head, change it to something new that you will use. I did this to get these pyramids, cacti, leaves, and snowy trees and hills, as well as doomships in a later submap!
You can also use pieces of things in clever ways. For example, all that sand in the desert is part of the big hill and waterfall tiles. However, with how they're used, they look like sand and quicksand.

if you are making a whole new overworld, you should move the original overworld to the bottom right corner(in the event section), and have the submaps around it. Thats what i did so i dont have to search for a tile in the tile editor when i can find them in the original overworld or if something goes wrong.

How do I make the doors (like the one above Castle 2 on the unedited map) open? I'm using a pair of these to access different elevations in the vanilla dome submap, but I don't know how to open them =/
(forgive the clutter, I havent done much with it aside from etch out the basic land form. Later I'm gonna make the edges a bit more interesting, continue the river from that waterfall, etc. Also, aside from the two castles, the level locations aren't set... hell, those level tiles are just the ones left behind when I deleted the main map.)
