Idea: Bowser still becomes ruler of the world during Peach's absence, but he is NOT the person who went back in time and prevented Mario from saving Peach. The real culprit has some kind of hidden motive in changing the timeline. Perhaps Bowser, despite his success, has his own reason for returning the timeline to normal (after a few struggles with Mario), and will assist him after the revelation of what is really happening.
In other news, a base patch is being made, and will have some custom stuff for the level designers to work with. Any additional sprites will have to be added by request, so restrain yourself from using additional sprites without asking the project staff first.

Just start working on some forest or crags level or something. Maybe we haven't made the plot or base patch fully, but it's safe to assume your level will fit somewhere. The tileset can always be changed (within bounds of the T=# thing), anyhow.

If you want to make the levels and add stuff when you know what's used in the patch, then yeah, feel free. You can wait for the patch if you think that you need to know what's in there, though.

Maybe there could be a way to have a sort of "bricks" fg still fitting in with the map16, though.

It should be. Just make sure it uses the original map16 space.
Anyway, world one is... some sort of ruins, as I remember.
Actually, it may be a good idea to save the ruins for World 2. I personally think that it would be neat if the game started in the forest, unaffected by Bowser's rule, and near the end of World 1, you finally see all the destruction in the distance. This would make for a more interesting plot that to just have most of it revealed at the beginning.
Yes, people can start working on levels now, but I would recommend that you wait until we decide what the OW is going to be like. At that point, we'll start making level requests for anyone to take. If you can't wait that long, then at least keep your level "vanilla" so that it will be easier for us to add.
