Tip: Make sure that ALL exit-enabled pipes, doors, etc. have a screen exit defined, or they'll take you to Level 0, the "endless" bonus game. Unless Start+Select is enabled, the only way out of it is to reset the game.

1. Negative
2. Positive
3. Conclusion

1. Negative:

1.1. Long, empty spaces
1.2. Muncherrun
1.3. Goal tapes are placed too high
1.4. Glitched event on the overworld
1.5. Invisible ground tiles
1.6. Not easy to discern graphics
1.7. Blindjumps
1.8. Palette Mixing

1.1. Long, empty spaces

There are multiple levels that have long empty spaces where absolutely nothing happens. There´s no "up and down" there and no enemies. It´s quite boring to run through these empty spaces. My advice would be to delete these parts. It makes your levels shorter, but more enjoyable.

Examples:

1.2. Muncherrun

They don´t need to be bad per se, but in this case the muncherrun was just an other example of running through several empty screens without anything happening.

1.3. Goal tapes are placed too high

This doesn´t happen in every level, but in several levels. When the goal tape is placed too high, the player is able to pass it and explore the screens behind the goal tape. My advice is to place the goal tapes low enough, so the player must touch them and can´t find a way around them.

Examples:

1.4. Glitched event on the overworld

Looks like you didn´t delete the original SMW-OW-event here. This leads to glitched graphics on the OW after you beat the level. Please fix that.

1.5. Invisible ground tiles

Don´t place blocks on the bottom row of Lunr Magic. Ingame, the player can´t see these so you always have to be afraid if you can stand there or if there is an abyss. Place these ground tiles 1 block higher to fix this.

Example:

1.6. Not easy to discern graphics

Sometimes the graphics are ambiguous. If the player doesn´t know how they will act like this will only lead to confusion. In this case for example you can climb on the white tiles on the left, but the white tiles on the right are solid. This doesn´t make much sense and creates some kind of artificial difficulty, because of visual ambiguity.

Example:

1.7. Blindjumps

Avoid blind jumps. It´s no good level design, if the player has to jump down a random hole to proceed with no indication at all where they can go down there.

Examples:

1.8. Palette Mixing
In this level the palettes don´t work correctly. For example if you jump on a Note-Block here it suddenly changes its colour to light blue. An other example is, that the fire-flower is partially black, which it usually isn´t. If you use custom palettes please make sure, that they don´t influence other palette-rows, cause this makes them look a bit weird.

2. Positive:

- nice idea of making a "windows-world"

- fitting overworld

3. Conclusion:

There could be found more flaws, but i assume this justification for the rejection is sufficient.
Your intention might be good, but the execution lacks a lot. Even if this hack´s gimmick is mostly a visual one you still should make sure that the level design is interesting, too. Also as a visual hack, the graphics should be clearly distinguishable and palettes shouldn´t "mix up" causing strange effects on other palette-rows.
If you want your hack to have a real chance to get accepted, you should try to fix as many issues as mentioned above. Also test your hack, and if you note any flaws, fix them instantly, too. Testing also gives you the chance to improve your level-design. If you think a part is boring, you can delete that part or try to make it more interesting.
