is bizhawk accurate?
Generally yes. Bizhawk meets TASVideo's accuracy standards, which are generally higher than your average person's standards.

For SNES emulation it uses two different cores: Snes9x 1.54 and a very modified older bsnes. Both cores are accurate enough for general use and testing submissions to this site for accuracy.

Pretty much anything that uses (or can use) a bsnes core is considered "as close as you can get". That includes Bizhawk, higan, lsnes, RetroArch, ZMZ, and probably more which I can't think of right now.
(that said, the Snes9x core is also fairly accurate and should be fine for most things. just don't use zsnes and you're good)
