This is my interpretation as well.
Dubya did what I think most leaders would do if put in his position. He had special interests--both foreign and domestic--pulling his strings into launching the War on Terror and more, so it's difficult to know what he himself believed while in office.
As far as I can tell, he looks like a good and talented man with this talent of his.
Could he regret the war? Based on his statements, he probably does not regret a single thing. He just loves to paint.
