The general idea is alright, but the actual description is wrong. Changing the addresses to
A9 00 forces all P-Switch types to $00, which is a blue P-Switch, not a silver P-Switch. Swap those and it should be good.
I think it would be a good idea to clarify what each address controls, too. The first address controls P-Switches that spawn as sprites, while the second address controls P-Switches which come out of blocks. Of course, you'd generally want to combine the effects, but they're not dependent on each other as the current description implies.
