Layer 2 graphics problem

I've been trying to get layer 2 commands to work but I get weird errors on some. When I tried to make layer 2 scroll up I used the right command and changed the H scrolling to constant and V scrolling to none.

Then when I tested the level it scrolled up but layer 2 wasn't touchable (interaction was set to yes) and worse some garbage layer scrolled up with it.

Does anyone know what the problem is?

The first layer 2 scroll is sorta glitchy, so use the 2-4 layer 2 scroll. That might fix the problem.
