It's simply a common courtesy to ask the creator of a work for their permission to upload/store/publish/etc something of theirs somewhere if they did not do it themselves. Whether they've been on the site recently or not does not matter.
They made the work, not the person asking to upload it. If you can still get a hold of the person, you should always ask for their permission.
