I'm rejecting this as per the palette guidelines. Since row 3 and the start of row 1 are usually reserved for BGs, I'm going to suggest you move them to row 4 and the back half of row 7 respectively.

Also, while I really appreciate the map16 being arranged for usability, there's a lot of empty space between the ground tiles and the castle tiles. They could be rearranged to take up quite a bit less space. Exit-enabled pipes don't need their own stems, for instance.

Once those are fixed it should be acceptable.
